Timor-Leste Partnership Project
**The ACT Government through the Dollars for Dili Campaign and Dubbo South Rotary Club have each contributed $10,000 which made the 2011 Timor-Leste Partnership Project possible. Scouts Australia thanks them for their generous support**

** Significant progress is now being made to assist the growth and development of Scouting in Timor Leste. A South Australian Rover, Kathy Radoslovich, has now settled into Dili, with Uniao Nacional Dos Escuteiros De Timor Leste (Timor Leste Scouting). As part of the Federal Government’s Australian Youth Ambassadors For Development (AYAD) program, Kathy is helping establish their National Office, including national policies and procedures and to plan their inaugural membership census. We are now developing an AYAD placement opportunity to continue Kathy’s good work when she returns home early next year. Watch this space for details over the coming months. Scouts Australia developed a partnership with the ACT Government and Rotary, Rotaract and Rovers in Australia and Timor-Leste to support the construction of health and sanitation facilities in Dili, in July 2011. This was a pilot program with a view to developing an ongoing partnership where Rovers, through Scouts Australia, and with support from Rotary, Rotaract and the Centenary of Canberra, can be directly involved in making a difference for young people in developing countries, particularly Timor-Leste.
The Rotary Club of Dubbo South provided $10,000 and the ACT Government, through its “Dollars for Dili” program, part of the Centenary of Canberra celebrations, donated a seed grant of $10,000. The construction involved building sanitation facilities in a selected school in Dili.
In 2011 the selected primary school was Aimutin Escola Primária, in East Timor’s capital Dili.
IMAGINE a primary school where 1,119 students attend in shifts so that everyone can learn – in only eight classrooms.
That’s the challenge that Aimutin Escola Primária faces every day. With 18 teachers taking shifts to work together, there are simply not enough resources, teachers, classrooms and facilities to service the school population.
Enter the Timor-Leste Partnership Project – a collaboration between Scouts in Australia and Timor-Leste, Rotary and Rotaract Clubs in Dili and Australia , and the Centenary of Canberra's "Dollars for Dili" campaign. This alliance has facilitated a partnership between Australian and Timorese young people from Scouts and Rotaract.
A core part of the project is Timor-Leste Scouts and Rotaract taking a major part in identifying different schools in the area to find one that could benefit most from the aid, and then bringing in their Australian counterparts to help in the service on the ground.
The scheme is also supported in Dili by Toll Remote Logistics, Scouts Timor-Leste, the Timor-Leste Ministry of Education, Airnorth and the local Rotaract and Rotary Clubs of Dili.
The project improved the school’s health and sanitation, where there were currently only four toilets servicing the entire school’s population. The project signed on a local contractor to build another eight toilet cubicles for the school to improve the school's situation.
As Team Leader and ACT Rover I can safely say that the project provided a great opportunity for Australian and Timorese youth to work side by side. Friendships were formed and strengthened, as well as the learning of each other’s culture, language and experiences. As a young person it is a truly amazing experience to be able to lead the Rover Team in a project of this nature and magnitude to help the development of one of the world’s poorest and newest nations.
According to Scouts Australia’s National Projects Commissioner Graeme Fordham AM, “It’s great to see a partnership between Rotary, Scouts and government leading to an outcome like this. It’s important that our young people in Australia can be directly involved in making a difference for other young people in developing countries. The Timor-Leste Partnership is an ongoing scheme and the Aimutin Escola Primária project has been a very successful pilot. We look forward to more of them.”
The team was in Dili for approximately two weeks. This is a project which can be of benefit for the BP Award and Scouts of the World Award. 2012 Project Manager and Victorian Rover Nicole Strachan says that the project was a brilliant opportunity to provide service with the inspiration Timorese youth.
“To extend who you are through the provision of service was an amazing experience. The friendships forged are lifelong and the opportunity to help develop one of the most beautiful nations will be with you forever. I cannot wait to share this project with new rovers and rotaractors next year.”
